The Health Insurance Portability and Accountability Act ("HIPAA"), established by the U.S. federal government, provides for the protection of patient privacy rights and plays an important role in the daily functions and activities occurring on University of Florida's Jacksonville campus.

The UF Jacksonville Privacy Office houses the HIPAA Compliance Office, which is run by David Behinfar, J.D., LL.M. He is the HIPAA compliance manager, as well as the information security administrator for the campus. The UF HIPAA Compliance Office is responsible for all aspects of the privacy and security of patient information on the UF HSCJ campus and the UF satellite clinics in Jacksonville. The UF HIPAA Compliance Office provides support to Jacksonville-based UF faculty, residents, fellows, allied health providers, as well as clinical and billing support staff.

David Behinfar, J.D., LL.M, is licensed to practice law in Florida, Illinois, Texas and Arizona. He also has a postgraduate law degree, a master's of law (LL.M), in health law and is certified in healthcare compliance by the Healthcare Compliance Board (CHC).

The following are some examples of the UF Jacksonville HIPAA Compliance Office's functions:

Privacy

  • Ensure the use or disclosure of patient medical information is for a permissible purpose.

  • Review patient requests for amendments, access to records, restrictions or confidential communications.

  • Address issues involving business associates.

  • Perform HIPAA privacy training for employees.

  • Conduct investigations of alleged privacy violations and enforce disciplinary actions as appropriate.

  • Respond to HIPAA privacy and security related questions from physicians, employees and staff.

Security

  • Address and respond to password related issues, including compromised passwords.

  • Ensure compliance with UF policies on securing electronic devices such as laptops, PDAs desktop computers and other computing devices.

  • Conduct security education training.

  • Perform the investigation of security related incidents involving patient medical information.

  • Oversee contingency planning efforts across the campus addressing the protection of patient medical information in the event of a disaster or emergency.
